Construction Skill Development under the Recognition of Prior Learning (RPL) framework is a structured government initiative aimed at formally recognising the skills of experienced construction workers and integrating them into the national skilling and welfare ecosystem.
The program is designed for workers who have acquired skills through years of on-site experience but lack formal certification, ensuring skill validation, financial support during training, and access to statutory welfare benefits.

About the Scheme
The Construction RPL initiative is implemented under a Government of India–approved institutional framework, led by central and state labour and welfare authorities.
The scheme focuses on:
- Formal recognition of existing construction skills
- Alignment with NCVET standards
- Linking skilling outcomes with worker welfare and social security
The program is being rolled out across multiple districts of Uttar Pradesh, with phased expansion planned statewide.

- Workers engaged as masons, bar benders, scaffolders, shuttering carpenters and related trades

Training & Certification Structure
Skill Identification & Training
- Short-duration, structured training combining:
- Classroom orientation and demonstrations
- Extensive on-site practical exposure
- Focus on safety practices, productivity standards and trade-specific competencies
- Applicable trades include Mason, Bar Bender, Scaffolder and Shuttering Carpenter
Assessment & Certification
- Independent trade assessments conducted by NCVET-approved assessors
- Successful candidates receive nationally recognised, NCVET-aligned skill certificates
- Certification enables improved employability and job mobility across projects, states and employers
Financial Support During Training
As per the approved scheme framework:
- Workers receive training participation support during the training period
- Financial support is credited directly to workers’ bank accounts via DBT, subject to successful completion and assessment
- The support is intended to offset wage loss during training participation
Exact amounts, eligibility and timelines are governed by the scheme guidelines issued by the competent authorities.

The program operates under:
- Digitally monitored attendance systems
- Transparent documentation and reporting processes

Welfare Schemes for Registered Construction Workers
(Benefits Available After Skill Training / Registration)
The following welfare schemes are available for construction workers registered with the Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCWWB).
⭐ Maternity, Child & Girl Child Assistance Scheme
- Minimum 1 year registration required
- Male worker: ₹6,000 (one-time assistance)
- Female worker (institutional delivery): 3 months minimum wages + ₹1,000
- Son: ₹20,000 | Daughter: ₹25,000
- Girl child fixed deposit: ₹25,000 (₹50,000 for persons with disability)
⭐ Sant Ravidas Education Promotion Scheme
- Applicable for up to 2 children
- From Class 1 to professional courses
- Financial assistance ranging from ₹2,000 to ₹60,000
⭐ Atal / Residential School Scheme
- Eligible age: 6–14 years
- Free residential education, including meals, clothing and hostel facilities
⭐ Skill Development, Technical Upgradation & Certification Scheme
- Eligible age: 18–35 years
- Free skill training
- Government-recognised certification
⭐ Pandit Deendayal Upadhyay Chetna Scheme
- Worker registration and renewal support
- Assistance for scheme awareness and outreach
⭐ Girl Child Marriage Assistance Scheme
- Application within 1 year of marriage
- General: ₹65,000 | Inter-caste: ₹75,000 | Mass marriage: ₹85,000
⭐ Toilet Construction Assistance Scheme
- For households without an existing toilet
- ₹12,000 assistance (paid in two instalments)
⭐ Disaster Relief Assistance Scheme
- ₹1,000 one-time assistance during emergency situations
⭐ Mahatma Gandhi Pension Scheme
- Age: 60 years and above
- Minimum 10 years registration required
- ₹1,000 monthly pension
⭐ Serious Illness Assistance Scheme
- Treatment in government or empanelled hospitals
- Reimbursement of eligible medical treatment expenses
⭐ Death & Disability Assistance Scheme
- Accidental death: ₹5,00,000
- Natural death: ₹2,00,000
- Permanent disability: ₹2,00,000 – ₹4,00,000
- Funeral assistance: ₹25,000
